This is an urgent bugfix release.

Changes since v1.0.183:

Skip gamecontrollerdb.txt lines with syntax errors. Works around gabomdq/SDL_GameControllerDB#538
Do not use the variable name GOFLAGS in the Makefile. Simplifies building by distros.
